Council Meeting
May 10, 2006

The meeting was called to order at 7:30 p.m. Present were Reeve Hore and Councillors Crack, Hope, Stevens and Sullivan.

A delegation from the St. Joseph Island Historical Society was present. Reeve Hore thanked the Society for the historical signage that has been erected in various places on the Island. A brochure will be produced which will help residents and visitors alike locate the signs and learn more about Island history. The purpose of the visit was to inform Council of the Societys concern that endangered historical buildings will be lost as has been the fate of others. They listed the two Island jails, the rum runners shack, the print shop, the old Whicher house and the Shoal island lighthouse as examples. The only building in the Village is the jail. The Society would like to see some of the buildings moved to the Museum and others designated in place. They are approaching each Council to raise awareness and to encourage them to designate thee buildings under the Ontario Heritage Act. During the discussion, it was noted that there is a group of individuals in the Village that is interested in the jail and that they will be meeting shortly to discuss the options available. Once they have a plan they will approach Council. The option of moving buildings to the Museum is not at all straightforward as there would be the cost to move, to do necessary work and for the ongoing maintenance. The Museum Board, much like the Historical Society, has a modest budget and a small volunteer corp. The delegation was thanked for their work to preserve Island history.

The Problem Detail Sheet Summary was reviewed. One item was closed and no new items were added.

The Clerks Report was reviewed. One lot on Mariners Way has been sold. The revenue will be applied to the loan for this project. The final Village portion of the project was $128,255 plus interest on the loan. The next lot will be more than enough to complete the repayment of the Village portion of the project and revenue from further sales will be available for other uses. Work is almost complete at The Waterfront Centre. Once this project is wrapped up and final claims submitted, the workload will be somewhat reduced allowing more time for other distraction work.

The list of tasks in the area of repair and maintenance was reviewed. Some tasks have been completed, others are in progress and the rest will be completed over the summer.

The City of Sault Ste. Marie welcomed the Villages continued participation in the Hazardous Waste Facility. It is open until October 28th on Thursday and Friday from 9 a.m. to 6 p.m. and on Sat from 8 a.m. to 4 p.m.

A copy of the correspondence from Harden Environmental to the Ministry of the Environment on behalf of the Village regarding the GUDI status of the Villages water supply was reviewed. The Ministry is reviewing the information provided.

The Minister Responsible for Seniors provided information on Seniors Month. The theme for 2006 will be Active Living: Healthy Living.

An amended budget was received from the Algoma District Social Services Administration Board reflecting the additional funding received from the Province for land ambulance. The Villages share of the ADSAB budget was reduced to $102,339.

The Museum Board requested consideration of additional funding to hire a second student. They operated last year with the Curator and one student and it was not effective. The total cost would be $3,242 of which the Museum Board will pay $1,000 and is requesting that the member municipalities fund the remaining amount.

Several items of correspondence were received regarding the capital levy for the Algoma Manor. In addition, the Clerk reported on the meeting held in Echo Bay the previous day. In summary, the Board is required by legislation to provide a facility with a higher classification than what the current facility has. The municipalities are required by legislation to pay the costs levied by the Board. However, the municipalities are contesting the process and the allocation of the costs among the municipalities. It was also noted by several that they are in no position to pay the amounts levied. This issue will be discussed among the municipalities at FONOM and an attempt will be made by the committee that was formed to meet even briefly with the Minister

Chris Jones of Meridian Planning informed Council that the comments on the most recent draft of the Official Plan would be received shortly from the Ministry.

The Ministry of the Environment provided notice of the release of ht Chief Drinking Water Inspectors Annual Report for 2004 - 2005 Compliance Data. It is available on the Ministry website.

Information was received from the Ministry of Natural Resources on the rabies program. May is Rabies Awareness Month and they encourage everyone to ensure that their pets are vaccinated.

MPAC reported on the changes that have been initiated because of the Ombudsmans Report.

Possible dates for the landfill meeting were considered and finalized with a phone call to the Township.

The fees by-law was reviewed. The marina rates had been updated previously. It was decided to charge $5 for fridges and freezers that are tagged as well as other large appliances to reflect the costs of removing them.

Notice of approval of funding under the Special Assistance Grant program of the Ministry of Municipal Affairs was received. The Village had applied, on the advice of the Ministry of Finance, to address the apparent irregularity in the funding received by the Village under the Community Revitalization Program. Because the program had been replaced by the Ontario Municipal Partnership Fund, the Ministry of Finance was not able to provide funding under the old program to rectify the situation. The funding will be applied to the operating deficit.

Council reviewed the draft surveys for the potential sale to a ratepayer for certain sections of lanes and shore road allowance. Comments will be provided to the solicitor for the ratepayer.

Council had to go into closed meeting to select the Senior of the Year recipient.

APPRECIATION CORNER

To the Historical Society for the Island signage project which will increase knowledge of Island history.

To the boaters for once again organizing and executing the launch. The Village now takes responsibility for collecting the fees and paying the crane but the boaters continue to do the planning and operation.

To the Hilton Union Fire Department for washing the streets again. It will make spring clean-up much easier.
