Joint Council Meeting
June 21, 2006

The meeting was called to order at 7:30 p.m. Present for the Village were Reeve Hore and Councillors Crack, Hope and Stevens. Present for the Township were Reeve Fischer and Councillors Garside, Leask and See.

Tracy Stevens and Jennifer Matteson were in attendance to present the Hilton Union Library Board budget and to respond to queries. The written presentation responded to concerns that had been raised by Hilton Township regarding the use of the $10,500 grant, clarifying that it could not be used to offset normal operating costs and confirming that the Provincial grant will be received this year. The book budget has only increased from $3,060 in 1996 to $3,390 in 2006. The Librarians wage rate has increased only slowly over her 25 years of service. The increase from 2005 to each municipality is $583.50.

The Hilton Union Fire Board budget was reviewed. The levy to the municipalities remains at the 2005 level. $5,000 will be used from the Capital Reserve for 2006 leaving a balance of $11,091. There is a balance of $36,310 in the Equipment Reserve, much of it from the $50,000 grant received in 2005.

The Community Emergency Management program was discussed. It is unclear what the status is, what the municipalities are required to do and what is optional. It was decided that the two Reeves would meet with Joe Books to review the situation and call on EMO Jeff Edwards if needed. Chief Books had suggested that the annual training be held in conjunction with the Island-wide joint meeting. This really is the only issue for a joint meeting and will be arranged.

Reeve Hore brought everyone to date regarding the landfill. The metal has been removed and a source for the tires has been found and they are being removed. There is a $2.60 fee for each tire, which is less that the $2.00 fee to accept them but they are being removed and reused. Both the metal and the tires will be recycled. Signage has been ordered and will be installed shortly. Small signs will designate where each type of material should be deposited and larger ones will give the hours as well as the information on the two recycling depots. The Landfill Attendant Richard Laude is doing an excellent job and this includes setting aside items that others might use. The committee that is reviewing the cost sharing arrangement has met and will meet again shortly and report back to Councils.

The Building and By-law Committee will meet to close up that agreement. Following the resignation of Randy Gardner as Chief Building Official. Both Hilton Township and the Village have contracted with Tulloch Engineering for building services. Jocelyn Township has hired Glen Irwin.
