Council Meeting
January 10th, 2007

The meeting was called to order at 7:30 p.m. Present were Mayor Hore and Councillors Crack, Hope and Stevens. Councillor Sullivan had advised that she would be late.

Representatives of Great Lakes Power were in attendance. Peggy Lund, Customer Services Supervisor, provided material for new and expanding businesses, the use of portable standby generators, smart meters and the protocol for planned outages. By the end of 2010, every home and business will have a smart meter, which will determine the time period in which energy is consumed, as there will be different rates for different periods throughout the day. Dan Richards, Senior Distribution Engineer, indicated that there would not be any major work in Hilton Beach in 2007. From now on, all attachments to power poles must have a permit including streetlights. He emphasized that all buildings must be three metres from power lines. There seems to be a growing problem with building being constructed too close. Jennifer Rose of the Forestry sector indicated that there is no major work planned in the Village. However they will be coming back to remove the last of the marked trees. There will be an effort to coordinate this with other planned outages to minimize the disruption of service.

The Problem Detail Sheet Summary was reviewed. Nothing was removed or added.

The Clerks Report was noted.

The reconciliation of the 2005 Ontario Municipal Partnership Fund was received. There was no additional funding payable to the Village.

The final payment for the sale of the Davey Home was received in the amount of $384.65.

OCWA will pursue a programming change to the water systems autocon which will enable them to better work within MOE regulations and avoid some of the costly callouts. For example, over the holidays there was a mandatory callout for a turbidity spike of less than one minute.

An invitation was received from Mayor Rick Hamilton of the City of Elliot Lake to attend a meeting to determine the interest in establishing a Mayors and Chiefs Council. After discussion, it was decided that Mayor Hore should attend the meeting although there was concern about establishing another body when the Algoma District Municipal Association is in place.
MPAC provided an overview of their current and planned activities. The 2007 levy from MPAC is up 6% to $5,906.

Canadian Heritage provided information on the 2007 Canada Day Poster Challenge. This contest is open to all youth eighteen years of age and under. The deadline is February 28th and information is available at the Village Office.

The Ministry of Tourism provided information on the Celebrate Ontario and the Tourism Event Marketing Partnership initiatives that will provide funding for festivals and events.

Results of the election for the Algoma District Services Administration Board were received. Lorraine Aelick and Lynn Watson are the area representatives.

The appointment by-law was considered. Members are still needed for the Recreation Committee. Council appreciates the work of those who do volunteer to serve on these Boards and Committees.

Resolved to give first, second and third readings to By-law #891 being a by-law to appoint Officers, Servants, Boards and Committees for 2007.

Councillor Stevens indicated that he was asked whether the municipality would want to sell the maps that are being produced by the St. Joseph Island Hunters and Anglers. It was decided to do so.

Councillor Hope provided a verbal report on the recent ice rescue training that was held on the Island. Three members of the Hilton Union Fire Department attended. All participants thought that the training was excellent and is recommending to the Fire Board that this be added to the services provided.

Council had to go into closed meeting to discuss two items.

APPRECIATION CORNER

To Joe Books, Wes Hall and Jack Hore for putting up the Christmas tree beside the Library. Because of the weather it took a great deal of determination but the results were appreciated by all.
