Council Minutes - Sept 12/07September 30, 2007 INCORPORATED VILLAGE OF HILTON BEACH September 12, 2007 Council Meeting The meeting was called to order at 7:30 p.m. Present were Mayor Hore and Councillors Crack, Stevens and Sullivan. 07-101 Moved by J. Sullivan Seconded by L. Crack Resolved to approve the minutes of the July 11th, 2007 meeting as presented. Carried 07-102 Moved by J. Sullivan Seconded by J. W. Hore Resolved to approve the minutes of the July 31st, 2007 meeting as presented. Carried 07-103 Moved by W. Stevens Seconded by J. Sullivan Resolved to authorize payment of Voucher #07-8 in the amount of $118,638.02. Carried The Problem Detail Summary was reviewed. One item was added and none was removed. The Clerks Report was noted. August was a very busy month and considerable progress was made. The Landfill Reports for July and August were considered. A large amount of material was brought in during this period. Mr. Laude also sold many small items and all funds are designated to the recreation program, which benefits residents in both municipalities. Mr. Laude is very frustrated with the number of people who do not recycle and those who deposit material in the wrong place. There also appears to be material coming in after hours and some of it is placed in the wrong area of the site. There is a very short list of key holders as only those businesses that have perishable garbage have keys. If the problem continues, Council will have to consider other alternatives such as removing all keys. The marina statement showed that August was a very busy month. Once the season is over a complete statement will be prepared for Council. The Well Supply Inspection Report was received from the Ministry of the Environment. There were no non-compliance issues identified. A number of best management practices were detailed for Councils consideration. These include for example preparing a water main replacement schedule, recording pressure readings in the log and periodically reviewing the contingency/ emergency plan. The Clerk will follow-up with OCWA on a couple of the items. Several pieces of correspondence were received regarding the new Municipal Drinking Water Licence. There will be many new requirements and some funding will be available. The deadline for the funding application from the Ministry of Public Infrastructure is October 31st. The Village will submit an application. There is a workshop offered by the Ministry of the Environment to provide information to municipal staff on the new requirements under the Licensing Program. 07-104 Moved by L. Crack Seconded by J. Sullivan Resolved to authorize the Clerk to attend the seminar on the Municipal Drinking Water Licensing Program in Sudbury on October 23, 2007 Carried Correspondence was received from the East Algoma Chiefs, Mayors and Reeves Council. The Clerk was instructed to seek further information prior to paying the invoice for the Ontario Marine Operators Associations Clean Marine Eco-Rating Program. Correspondence from and to users of the ballfield in the summer was noted. It was pointed out, and acknowledged by the Village, that there are several deficiencies with the facility. There was a brief discussion of work that could be done next spring. Information was received from the Township of St. Joseph regarding the new policy on highway signage for the area of Highway 17 between the Island and Bar River. Additional information will be sought on what other participation there might be in joint signage. Information requested on the reserves and grants was received from the Hilton Union Public Library Board. A copy of correspondence from the Township of St. Joseph to the Township of Jocelyn suggested that the discussion on the composition of the Planning Board be deferred until after a decision is received from the Minister of Municipal Affairs and Housing on Jocelyns participation in the Board. Correspondence was received form Matthews Memorial Hospital Association protesting the process of the appointment of members to the Board and the new physician recruitment program. Notice was received from Jeff Edwards regarding the annual compliance requirements for the Emergency Management and Civil Protection Act and Regulation 380/04. The report from the Ministry of Municipal Affairs and Housing was considered. It was decided that a report explaining the issues identified should be provided to the ratepayers. The draft response was reviewed and will be included with the minutes. The statement of Council remuneration and expenses for 2006 was presented. 07-105 Moved by W. Stevens Seconded by J. Sullivan Resolved to accept the 2006 Statement of Remuneration and Expenses for members of Council per Section 285 of the Municipal Act. Carried 07-106 Moved by J. Sullivan Seconded by L. Crack Resolved to appoint Lori Parr to the Recreation Committee. Carried Council had to go into closed meeting for a personnel issue and a land sale. 07-107 Moved by J. Sullivan Seconded by W. Stevens Resolved to go into closed meeting. Carried 07-108 Moved by L. Crack Seconded by W. Stevens Resolved to return to open meeting. Carried Resolved to give first, second and third readings to By-law #915 being a by-law to confirm the proceedings of the Council meeting held September 12th, 2007 and confirm the taking of any action authorized therein and thereby. Carried 07-110 Moved by J. Sullivan Seconded by W. Stevens Resolved to adjourn to meet again on October 10th, 2007 or at the call of the Mayor. Carried APPRECIATION CORNER To the 133 people who volunteered for Community Night and to the many people who volunteered by baking pies for the Pie Booth. The gross receipts were very consistent with the past few years but it is expected that the net revenue will b a little higher because of getting prizes on sale. To Charles OKane and Elisa See who reported a water leak in the lower level of the hall. To Jack Hore for taking down the market tent. To Chris Ritter for donating the photo display of historical photos to be hung in the historical display in the hall. RECYCLING Please recycle whatever possible to save the landfill and the environment. The blue bins at the corner of Highways 548 and 17 have been used to the point that additional bins have been added which is excellent. The Clean North fall recycling of electronic items is on Sept. 29th. If you cant bring them to the Sault yourself, please drop them off at the landfill and they will be taken in. The Hazardous Waste Depot at 115 Industrial Park is open on Thursdays and Fridays from 9 a.m. to 6 p.m. and Saturdays from 8 a.m. to 4 p.m. until October 31st. Bring paint, oil, acids, antifreeze, propane cylinders, oil filters, pharmaceuticals, sharps, etc. These items are not accepted at the Landfill. The Village pays to use the Depot in the Sault. UPCOMING EVENTS The Cruise Ship MV Columbus will be anchored just outside the Marina on Sept. 22, Oct. 2 and Oct 13. On Sept 22, there will be a Coureur de Bois Encampment, Julie Schryer, Pat OGorman and others will be providing music and some craft people, and others with items of interest such as the Museum and Richard Laude with his rock collection will be at the Marina. If anyone has a van and would like to take a few of the passengers to other parts of the Island, please contract the Village Office. As many of the passengers are German speaking, there will be German-speaking interpreters to assist. If someone would like to serve in this capacity, please do contact the Office at 246-2242. The Country Roads Open House will be held September 29th & 30th. Watch for the brochure. There will be stops all around the Island including the Hilton Hall. The SJI Arts Association Collage Studio Tour will be held on Oct. 13 and 14. Again, there will be artisans all around the Island with two located in The Mariners Lounge in The Waterfront Centre.
