Council Meeting
October 3, 2007

The meeting was called to order at 7:30 p.m. Present were Mayor Hore and Councillors Crack, Hope and Stevens. Councillor Sullivan was absent with notice.

Resolved to approve the minutes of the September 12th, 2007 meeting as presented.

Resolved to authorize payment of Voucher #07-9 in the amount of $107,858.62.

The Problem Detail Sheet Summary was reviewed. It was decided to proceed with the shingle replacement on the office roof this fall as both sides are in need of replacement. Cory Furlong, who is also doing small maintenance jobs for the Village, will be asked to do the work.

The Clerks Report was reviewed. The audit has been completed. The application for the Ontario Small Waterworks Assistance Program has to be finalized and submitted by Oct 31.

The Landfill Report for September was presented. It was a very busy month with both material coming in and sale of odd items. On Sept 29th Mr. Laude brought a load of electronic items to the Sault to the Clean North recycling depot.

The Marina Report for Sept showed that after the long weekend, activity declined dramatically. Haulout of the sailboats marks the end of the boating season.

Information was received on the new requirements under Ontario Regulation 399/07, which requires owners of communal water systems to test for lead in private residences and other buildings. The Village will be required to find twelve volunteer locations. There is a cost to the system operators to do the testing and any re-testing will be an additional cost of $50 per sample. This testing is a result of problems found in London, Ontario where lead was found in private homes. Council questioned why the owners of communal systems had to be responsible for testing of residences and non-residential buildings and why only homes on communal systems would be tested when the water in communal systems has been and will be tested. It was thought that if lead in homes was the concern then all homes of a certain vintage, whether or not they are on a communal system, should be tested and that this testing should not be the responsibility of the owners of communal systems.

Resolved to request an explanation from the Ministry of the Environment why only homes and non-residential buildings served by a communal water system are to be tested for lead at the expense of the system owners.

A letter of thanks was received from the Algoma Maple Syrup Producers Association. The Village had participated in a Northern Community Investment Readiness Grant for funding for the Maple Syrup Producers Conference held on the Island in July.

Resolved to confirm the sale of Parts 4 & 5, 1R-10835 (Lot 3, Mariners Way) for $79,500 GST included and the Mayor and Clerk are hereby authorized to sign or execute such deeds or other documents as may be necessary to affect the conveyance.

The financial statements for 2006 and management letter from the auditor were reviewed. The deficit was significantly reduced and the debt level was lowered. Additional progress has been made in 2007 with deficit and debt reduction and other recommendations.

Resolved to approve the financial statements as audited by Dennis Thompson Professional Corporation for the year 2006.

The water project is now completed. Earlier in 2007 the requirement for the installation of an ultraviolet system was removed from the Certificate of Approval so the project can be finalized. The funds in the reserve will be applied to the interest and other costs of the project.

Resolved to transfer $29,279 from the Reserve for Sewer and Water Capital to the Reserve for Working Funds to be applied to the interest and other costs of the capital project under the Safe Drinking Water Act.

The Expression of Interest for the Ontario Waterworks Assistance Program was reviewed. It will be submitted prior to the October 31st deadline.

OFFICE CLOSED

The office will be closed on Oct. 17 19 for holidays and on Oct 23 for a workshop on the new water regulations in Sudbury. As well it will be closed on Nov. 2 and 7 for training on the changes to accounting for tangible capital assets.


APPRECIATION CORNER

To Charles OKane (OCWA), John Crack, Chris Coutu, Lori Desjardin, Cory Furlong and Lyn Garside who worked to track down the major water leak. These things are hard to find and it is tremendous to have this many detectives on the job. This particular leak was on private property and not the municipal system and was quickly isolated and fixed.

To all those who have decorated again for the fall season. The decorations make the community look very festive.

To Julie Moore, Emily Campbell and Ann Gilbraith for reporting specific streetlights that are not working.

To everyone who helped make our guests from the Columbus feel welcome. The passengers and crew were very touched with the warmth of the community. While the extra requirements of the U.S. Homeland Security has caused the company to not schedule any trips to the Great Lakes in 2008, it is hoped that they will resume, at least in the Canadian Great Lakes in the near future. Prior to leaving, the Captain presented a plaque to the community and a note with his seal and the following message On behalf of Hapag-Lloyd and our passengers and crew, I would like to thank you, the Council, staff and residents of Hilton Beach for your generous help and hospitality! You have been our secret home port in the Great Lakes this Year. The three long and two short blasts of the ships horn on leaving is special salute.


GIANT CHRISTMAS CRAFT SHOW

The Craft Show will be held on Nov. 3rd at the Hilton Hall from 10 to 4. This event is now organized by the Hilton Beach Recreation Committee and is one of their fund raisers.


CLEAN UP AFTER YOUR DOG

Dog owners are reminded to clean up after your dog. This is especially true in public areas where children play. As well, you should pick up anything your dog leaves on private property.


VOLUNTEERS NEEDED FOR LEAD TESTING

As detailed above, the Village will have to do testing in homes for the presence of lead in the water. If you would like to have your home tested please provide your name to the office. Prior to any testing an authorization to enter the premises will have to be signed by each homeowner and someone would have to be home. Homes of particular interest are those with older plumbing. Sampling will commence in January, 2008. There is no direct cost to the homeowner for the testing.
