Council Meeting
April 2nd, 2008

The meeting was called to order at 7:30 p.m. Present were Mayor Hore and Councillors Hope, Stevens and Sullivan. Absent with notice was Councillor Crack.

There was an update on the funding received. The application for an addition to The Waterfront Centre was approved for the full cost of the project. The project will be tendered once the construction drawings are complete. It is anticipated that the project will be complete in the fall.

Verbal confirmation was received that funding was allocated under the program announced in the budget to be used for roads. No details are yet available on the program criteria.

The work to be done with the funding from Small Craft Harbours Branch was reviewed. Changes will be made to the fuel system and the original boardwalk lights that are now nineteen years old and failing will be replaced.

The finalized version of the deficit reduction plan was considered. All but $43,000 was eliminated in 2007 and the plan shows that the rest will be in 2008. All figures will be confirmed during the upcoming audit.

The by-law for annual temporary borrowing was considered. This does not increase any amounts borrowed.

Resolved to give first, second and third readings to By-law #934 being a by-law to authorize temporary borrowing to meet current expenditures.
Carried.

The by-law to confirm the long term borrowing arrangements was considered. There is no new borrowing. This includes the decision to continue with both financial institutions.

Resolved to give first, second and third readings to By-law #935 being a by-law to establish a policy for tax supported long term debt to finance capital work.

The by-law to set the honouraria and salary and wage scales was reviewed. As the minimum wage rate has increased adjustments had to be made. No changes were made to Council honouraria or the clerk-treasurer range. It will be finalized at the next meeting.

Council went into closed meeting to discuss an agreement.

Resolved to give first, second and third readings to By-law #936 being a by-law to confirm the proceedings of the Council meeting held April 2nd, 2008 and confirm the taking of any action authorized therein and thereby.

Resolved to adjourn to meet again April 9th, 2008 or at the call of the Mayor.
