Council Meeting
June 9th, 2008

The meeting was called to order at 7:30 p.m. Present were Mayor Hore and Councillors Crack, Hope and Stevens. Councillor Sullivan was absent with notice.

Resolved to approve the minutes of the May 7th, 2008 meeting as presented with the correction of the meeting date in Resolution 08-57.

Resolved to authorize payment of Voucher #08-05 in the amount of $50,929.60.

The Problem Detail Sheet Summary was reviewed. Four items were closed and four were added. The old power lines were stripped and the copper and aluminium were sold for $1,661.50. This was a project initiated by Mayor Hore and he and the youth did the work on a volunteer basis. The money will be placed in the Special Projects Reserve for a project that will benefit the youth. There will need to be a clean-up at Forbes Community Park. Posters will be put up once the date is decided.

The Clerk’s Report was reviewed. Work is continuing on the audit, special events, PSAB requirements, etc.

The monthly maintenance summary was received from OCWA.

The landfill report was received. The tippage free weekend was very successful in that a lot of people took the opportunity to clean-up.

The report on the FONOM conference was provided to Council.

Information was received from the Minister Responsible for Seniors regarding Seniors’ Month.

The annual request was received from St. Joseph Island Central School for the sponsorship of an award for a graduating student.

A copy of correspondence to and from the Sault Area Hospital Board of Directors was received from the Township of St. Joseph. The Township wanted the various representatives to meet with the area municipalities regarding the plans for Matthews Memorial Hospital. A meeting was arranged for June 9th.

The Ministry of Municipal Affairs and Housing responded to the SJI Planning Board’s inquiry regarding the progress on the new official plan. Staff is continuing to work on it as well as the request of the Township of Jocelyn to withdraw from the Board.

Correspondence to and from Planning Board regarding the Planning Board composition and the outstanding municipal levy were received. The Board does not determine the composition and all four municipalities would have to come to an agreement.

The Township of St. Joseph notified all Island municipalities that a proposed meeting in June 16th may be premature as decisions on the planning issues are expected shortly.

An update was received from the Assessment Review Board on the status of mobile home/trailer park complaints. Once a series of meetings have taken place the complaints will be scheduled for a hearing.

Notification was received from Tulloch Engineering that their hourly rate has increased to $60. per hour and the mileage rate to $ .50 per kilometre. Information will be requested regarding the number of consultations and inspections that are required for each permit.

A summary of the requirements fro compliance with the emergency management legislation was received from the Ministry of Community Safety and Correction Services.

The records retention by-law was finalized.

Resolved to give first, second and third readings to By-law #942 being a by-law to adopt a Records Retention Policy.

The rate for holding a slip at the marina was discussed. This occurs when a regular seasonal boater does not come one year but would like to be assured a slip the following year. It was decided that a rate of fifty percent of the normal slip rental would be appropriate for the year that the boat was not in the marina. This will be added to the Fees and Charges By-law on the next revision.

The use of the two emergency sewage pumps by the Fire Department was discussed. These pumps are available in case the sewage lift station is not functional. Council thought that there would be no problem if the Fire Department used them as long as they were always available to be used by OCWA if needed in the Village or another municipality. The Fire Department will test them at the next practice and report on whether or not they will be useful in filling the tanker and pumping direct in certain cases. The pumps are mounted on a trailer and can be pulled with the suburban.

Abuse of the privileges of the landfill by certain holders of keys was discussed. Letters will be sent. If the problem continues they will loose the ability to access the site in hours when it is not open. Keys are provided to businesses that have perishable garbage so they may access the site during non regular hours.

Resolved to give first, second and third readings to By-law #943 being a by-law to confirm the proceedings of the Council meeting held June 9th, 2008 and confirm the taking of any action authorized therein and thereby.

APPRECIATION CORNER

To Jack Hore, Isaac Burkhart, Samuel Burkhart, David Hoover, Brandon Hunter and Kyle Smith for stripping the copper, greatly increasing the value.

To Kip Wyant for reporting the repairs needed on the stairs to the kitchen at the hall.

To Ray Esposti for organizing the Saturday sail boat races.


OUTSTANDING ACHIEVEMENT

Special recognition is given to Aaron Burkhart who has been accepted into the Northern School of Medicine.


SENIORS OF THE YEAR

This year the Village honoured two seniors - Barbara and John Mayer. They were recognized for their many contributions to the Hilton Community over the years.


OPEN AIR MARKET

The market opens for another year this coming Saturday and will run until Labour Day weekend. Proceeds from the produce tables go to the Special Projects Fund. The profit from last year will be used to purchase recycling containers for the buildings and special events.
