Council Minutes - Jul 30/08December 31, 1969 INCORPORATED VILLAGE OF HILTON BEACH Council Meeting July 30th, 2008 The meeting was called to order at 7:30 p.m. Present were Mayor Hore and Councillors Hope, Stevens and Sullivan. 08-74 Moved by W. Stevens Seconded by R. Hope Resolved to approve the minutes of July 9th, 2008 as presented. Carried 08-75 Moved by J. Sullivan Seconded by W. Stevens Resolved to approve payment of Voucher #08-07 in the amount of $67,812.15 Carried The Problem Detail Sheet was reviewed. No items were closed or opened. The Clerk’s Report was noted. Work continues in all areas. The computer problems have been dealt with. Information was received from ADnet regarding the efforts of that organization to obtain funding to facilitate improvements to both cellular and broadband services in the District. They would like Council resolutions as well as letters of support from individuals and businesses. This information is available at the Village Office and on the ADnet website for those wising to participate. 08-76 Moved by R. Hope Seconded by J. Sullivan Resolved to support the initiative of ADnet to acquire funding for improvements to cellular and broadband service in East Algoma. Carried Information was received from the Ministry of Natural Resources on the new Endangered Species Act. There will be training for municipalities to inform them of the impacts on land use planning. The Ministry of Municipal Affairs and Housing provided examples on the distribution of members among participating municipalities for the various Planning Boards in Ontario. This was in response to the concerns raised by the Township of Jocelyn regarding member distribution for the Island Planning Board. This lead to considerable discussion and a recommendation for change to the current composition. 08-77 Moved by R. Hope Seconded by J. Sullivan Resolved to support the following composition of the St. Joseph Island Planning Board: St. Joseph Township - 4, Jocelyn Township - 2, Hilton Township - 2 and the Village of Hilton Beach - 1. Carried A query was received from the Ministry of Municipal Affairs and Housing regarding the status of various reporting items. 08-78 Moved by J. Sullivan Seconded by W. Stevens Resolved that the requirements of the Special Assistance grant, the 2007 Financial Information Return and the Financial Statements will be provided as soon as completed with the target completion date of August 31st, 2008. Carried An update was received from Caughill Consulting. The Waterfront Centre expansion project is scheduled to be ready for tender in three weeks. Several information items were received on the new Canada-Ontario Infrastructure Agreement. This includes continuation of programs such as the GST Rebate and the Gas Tax Fund as well as some new initiatives. 08-79 Moved by R. Hope Seconded by J. Sullivan Resolved to adjourn to meet again on September 10th, 2008 or at the call of the Mayor. Carried APPRECIATION CORNER To those who helped with the Arts at the Dock canteens. As well as the adults there were several new young people which was greatly appreciated. Simon Mangone, Kyle Smith, Travis Garside, Samantha Mangone, Morgan Garside all did an excellent job. The volunteers again were instrumental in making the Car Show a success. The existing crew were helped by new volunteers such as Vern Carnduff, Tom Keenan, Wyatt Parr and Alex Parr. CELLULAR AND BROADBAND SERVICES More information on the initiative of ADnet to acquire these services for the Island and other under serviced areas in the Algoma District can be found at the Village Office and HYPERLINK "http://www.adnetalgoma.ca" www.adnetalgoma.ca. It would be helpful to ADnet if they received letters of support from business people, organizations and individuals who would benefit by having these services available. |
