Council Meeting
October 6, 2008

The meeting was called to order at 8:00 p.m. Present were Councillors Crack, Stevens and Sullivan. Councillor Hope advised that he would be late.

Councillor Stevens assumed the chair.

08-102 Moved by J. Sullivan Seconded by L. Crack
Resolved to approve the minutes of the September 10th, 2008 meeting as presented.
Carried

Resolved to authorize payment of Voucher #08-09 in the amount of $100,938.52.
Carried

The Problem Detail Sheet Summary was reviewed. No items were opened or closed.

The Clerk’s Report was noted. In addition to the regular tasks there is the construction project for the expansion of The Waterfront Centre.

The Landfill Report was reviewed. Suggestions by the custodian for improvements will be considered.

The Ministry of Municipal Affairs and Housing provided their comments to the draft Official Plan for the Island. The document is on the Planning Board agenda.

An invitation was received from the Central Algoma Road Safety (CARS) organization for new members. The committee meets seven to eight times a year and organizes activities that will improve safety on the highways. Events include road rallies, seat belt checks and bicycle safety. For more information persons who have an interest to serve may contact the Village Office.

The Minister of Natural Resources provided information on the Strategy for Preventing and Managing Human-Wildlife Conflicts in Ontario.

Monique Smith the new minister of Tourism sent a letter of introduction.

The appointment of a mayor and filling the vacancy on council was discussed. Councillor Stevens has been assuming responsibilities such as chairing meetings in the absence of the head of council in the past years. He agreed to assume the position of mayor.

Resolved to appoint Wilfred Stevens as Mayor.

Council decided to fill the vacant position by appointment rather than have another election. This is the process that has been used previously.

Resolved to declare the position of councillor vacant and to advertise for applications.

Resolved to appoint Wilfred Stevens, Jane Sullivan and Gloria Fischer as signing officers.

Recommendations for changes to the record retention by-law were received from the municipal auditor. He suggested that the time period for a few of the items be extended. In accordance with the Municipal Act, the auditor must sign off on the by-law.

Resolved to give first, second and third readings to By-law #956 being a by-law to establish a schedule for the retention periods for documents, records and other papers of the municipality.

Council had to go into closed meeting to discuss a personnel item.

APPRECIATION CORNER

To Tammy Moore for suggesting that the Hilton Hall be included as a recipient for a donation of items from a restaurant that was closing and to Peter and Connie Rowe for their generous donations of kitchen items for the hall.

To Tim Huot for his suggestion on how to fix the problem of the ramps scrapping of the docks creating some damage.

To Bill Hibbard and Ed Dowding for their suggestions for upgrading the mast hoist.

To Jack Hore for his fourteen years of service to the Village as Councillor, Reeve and Mayor.
