Council Minutes - Mar 18/09March 18, 2009 INCORPORATED VILLAGE OF HILTON BEACH Council Meeting March 18, 2009 The meeting was called to order at 7:30 p.m. Present were Mayor Stevens and Councillors Crack, Marziale and Sullivan. Councillor Hope had advised that he would be late. Pat Fleming, curator of the St. Joseph Island Museum, was in attendance to request funding for the War of 1812 Anniversary celebrations. The request is for up to $1,000 from the Island municipalities to cover the costs of attending the organizing meetings. The Museum wants to ensure that the celebrations include Fort St. Joseph and not just Sault Ste. Marie. During the celebrations there will be projects in the schools and special events. 09-25 Moved by R. Marziale Seconded by L. Crack Resolved to support the request of the St. Joseph Island Museum to share the costs of participating in the War of 1812 anniversary celebrations to a maximum for $1,000 recommending the amount be added to the Museum Board budget levy for 2009 with the costs to be shared on the basis of assessment. Carried 09-26 Moved by J. Sullivan Seconded by L. Crack Resolved to approve the minutes of the February 10th, 2009 meeting as presented. Carried 09-27 Moved by L. Crack Seconded by J. Sullivan Resolved to authorize payment of Voucher #09-02 in the amount of $55,833.35. Carried The Problem Detail Sheet Summary was reviewed. No items were closed or added at this time. The Clerk’s Report was considered. Work proceeds on year-end and other administrative duties. Another round of lead testing will be done on March 26th. Homes that have not been previously tested will be sought. Councillor Crack provided an update on the Matthews Memorial Hospital situation. There are ongoing meetings of the working groups and a steering committee has been formed. A meeting will be held next week of the steering committee which will include the chairs of the five working groups, representatives from the municipalities and the Hospital Association. The annual report for the water system was received from OCWA. There are no deficiencies or required actions. A letter was received from the St. Joseph Island Museum Board regarding the difficulty of obtaining quorum for the meetings due to the make up of the Board. No decision was made on the preferred option and it was suggested that the Board make a recommendation to all four Councils. There were several pieces of correspondence regarding Matthews Memorial Hospital. As reported by Councillor Crack, work continues to prevent closure of the hospital. Correspondence to and from the Township of Hilton regarding the landfill were noted. It was clarified that over fifty percent of the tippage fees referred to in the Township’s minutes were from the sludge hauled in from the Township of Macdonald Meredith and Aberdeen Additional. The expenses for this part of the landfill including the Certificate of Approval and maintenance are kept separate and do not form a part of the landfill operating costs shared with Hilton Township. The Township has agreed to pay the levy for 2009 in the amount of $9,025. Councillor Hope arrived at this time. Preliminary information was received from the Ministry of the Environment on a new type of Certificate of Approval available for waste disposal sites that receive, store and sort municipal waste. The new publications with the details will be available on the Ministry’s website. The implementation of the Species at Risk Act will require more involvement by the municipalities to determine if there are any specimens prior to undertaking a project. Some tools are in place and more are being prepared. Information was received from the Township of Macdonald, Meredith and Aberdeen Additional regarding the area group that is researching alternative energy projects including wind and bio-fuels. They want to proceed with the application for an intern to continue the work. There would be no additional levy to the participating municipalities. 09-28 Moved by J. Sullivan Seconded by L. Crack Resolved to support the READ Committee in their application to the NOHFC Northern Ontario Youth Internship and CO-OP Program in partnership with ULERN for an intern to work on behalf of READ for a period of one year. Carried An update was received from ADnet regarding the status of broadband and cellular service in the East Algoma Area. The funding submissions for the project are now being reviewed by the appropriate people and the final proposals will be submitted sometime in April. After approval it could still be two to three years for the project to be completed. A copy of a resolution submitted to the Ministry of Natural Resources by the Township of Jocelyn regarding recommended changes deer hunting regulations was considered. There were concerns that the proposal to shoot only larger deer would deplete the top breeding stock leading to a weaker herd and that the shortened rifle season would preclude young people having the opportunity to hunt without missing school. A copy of correspondence was received from the Ministry of Municipal Affairs to all of the transfer payment recipients encouraging everyone to exercise restraint and spent prudently. WSIB wrote encouraging all employers to increase their diligence in reducing work place accidents. The Village is very fortunate in not having a time loss accident in the past twenty-five years. This includes all of the projects such as building the boardwalk, The Waterfront Centre, the marina and grounds maintenance. Councillor Marziale offered to provide workplace safety training to the summer students. The offer was accepted and will be a part of the orientation. The annual renewal with the Northern Credit Union was considered. The terms have not changed. 09-29 Moved by R. Hope Seconded by J. Sullivan Resolved to approve the annual renewal of the Credit Facility with the Northern Credit Union as presented. Carried 09-30 Moved by L. Crack Seconded by R. Hope Resolved to appoint Laurel Hendrick to the St. Joseph Island Committee on Services for Seniors and the Physically Disabled. Carried The hiring committee for the marina manager position reported that many applications were received, that several were short listed for an interview and that the interviews will be held next week. The maintenance work that needs to be done was discussed. Since the retirement of Don Roberts some items have not been attended to. It was decided to defer the advertising of this position until after the marina manager position has been filled. 09-31 Moved by T. Marziale Seconded by J. Sullivan Resolved to give first, second and third readings to By-law #969 being a by-law to confirm the proceedings of the Council meeting held March 18th, 2009 and confirm the taking of any action authorized therein and thereby. Carried 09-32 Moved by R. Hope Seconded by J. Sullivan Resolved to meet again on April 8th, 2009 or at the call of the Mayor. Carried APPRECIATION CORNER To David Cain. Darren Moore and Wilson Moore for helping with the set-up for the Family Day fund at the rink. To everyone who participated in any way with the Chocolate Festival. Eveyone is essential to make the event a success – the bakers, the judges, the helpers and of course the ones who come to enjoy. To Charlie Nelson for reporting a tree that could fall on the hydro lines. SMOKE ALARMS If you forgot to check your smoke detector when you changed you clock, do it now on the first day of spring. SAILING PROGRAM This summer the Committee will be offering the BOOM sailing program. There will be day classes on Aug 4 – 7 from 9 a.m. to 4 p.m. for children ages 8 to 14. The cost will be $215 per child. The Committee decided to give credits for volunteer work for Committee activities towards the cost of the course for children at a rate of $5/hour to a maximum of $50. This will both reinforce volunteerism and offset the cost of the course for the child. The adult session will run from Aug 3 to 6 from 6 to 9 p.m. and the cost will be $130. Participation is limited to 16 for the children and 8 for the adults. The Ontario Sailing will bring the small sail boats and provide the instruction. The program is designed to give participants a fun introduction to the sport of sailing and to give them an opportunity to develop sailing skills. Please contact the Village Office to register. ITALIAN NIGHT Another community supper will be held on Saturday, March 21st from 5 – 7. This time there will be an Italian theme. Once more you can come and enjoy for $5 or bring an Italian dish of some kind and get in free. Recreation will provide the salad and beverages. Board games will follow for those who wish to play. Come out and demonstrate your culinary skills.
