Council Minutes - July 8/09July 8, 2009 INCORPORATED VILLAGE OF HILTON BEACH Council Meeting July 8, 2009 The meeting was called to order at 7:30 p.m. Present were Mayor Stevens and Councillors Crack, Hope and Marziale. Councillor Sullivan had advised that she would be late. 09-77 Moved by L. Crack Seconded by T. Marziale Resolved to approve the minutes of the June 10th, 2009 meeting as presented. Carried 09-78 Moved by R. Hope Seconded by T. Marziale Resolved to authorize payment of Voucher #09-06 in the amount of $94,997.48. Carried The Problem Detail Sheet Summary was reviewed. One item was closed and work continues on others. Two new items were brought forward and they will be addressed immediately. The Clerk’s Report was reviewed. Progress continues to be made in several areas. A work schedule will have to be prepared for the items covered under the Infrastructure Stimulus Fund Allocation. The work can be done over two years. The Landfill Report was noted. Mr. Laude took three loads of electronic parts and equipment to the recycling depot in the Sault. Councillor Crack provided an update on the work of the Central Algoma Health Care Steering Committee. There have been several meetings regarding the situation of the potential closure of Matthews Memorial Hospital. Councillor Sullivan arrived during the above item. The Township of Stirling-Rawdon circulated a resolution protesting the extreme costs of preparing the mandatory operational plans for water systems. These costs contributed to the increase in the water rates in the Village. 09-79 Moved by R. Hope Seconded by L. Crack Resolved to support in principle the position of the Township of Stirling-Rawdon protesting the costs of preparing the mandatory operational plans for the water operating and distribution systems. Carried OCWA provided details on the estimate for electrical work that had to be done on the water and sewer systems. Algoma Public Health provided notice that Forbes Public Beach was closed due to a bad water sample. On re-sampling the problem had disappeared and Algoma Public Health personnel removed the signs. Water at public beaches is tested weekly by Algoma Public Health. Information was received from the Ministry of the Environment and the Association of Municipalities of Ontario regarding the new program to recycle used tires in Ontario. Apparently 91% of the used car and truck tires will be recycled into higher end uses. As well stockpiled tires will be cleaned up. There will be a mandatory independent review of the Acessibility for Ontarians with Disability Act to be completed in early 2010. NetCentral provided an update on the lobbying efforts to improve cell service in Northern Ontario. FONOM has been part of this initiative. The St. Joseph Island Plowmen’s Association provide copies of their brochure for the Association’s 75th Anniversary Plowing Competition. The event will be held on August 22nd at the St. Joseph Centennial Grounds. The Algoma District Services Administration Board provided information on the Canada-Ontario Housing Programs for construction of new affordable housing. The work to be done under the Infrastructure Stimulus Fund allocation was discussed. While it is all very important, the work was prioritized as it can not all be done at once. Although the agreement has still not been received, the Ministry staff confirmed that the work could proceed. Notice was received that the funding request to the FedNor program for the Waterfront Centre Expansion was approved. 09-80 Moved by J. Sullivan Seconded by L. Crack Resolved to adopt By-law #978 being a by-law to sign an agreement with FedNor for funding for the Waterfront Centre Expansion Project. Carried The necessary work on Birch St. to protect the manhole that is now so high that it can be easily clipped by the snow plow was discussed. Further information will be sought prior to a final decision. Furnishings for the new office building were considered. Quotes will be acquired. The raft will have to be brought in and cleaned if possible and if not be replaced. The seagulls have been sitting on it and it is now a mess. Council had to go into closed meeting to discuss an issue protected under the Act as an individual could be identified. 09-81 Moved by J. Sullivan Seconded by R. Hope Resolved to go into closed meeting. Carried 09-82 Moved by R. Hope Seconded by L. Crack Resolved to return to open meeting. Carried 09-83 Moved by T. Marziale Seconded by L. Crack Resolved to adopt By-law #979 being a by-law to confirm the proceedings of the Council meeting held July 8th, 2009 and confirm the taking of any action authorized therein and thereby. Carried 09-84 Moved by L. Crack Seconded by T. Marziale Resolved to adjourn to meet again August 6, 2009 or at the call of the Mayor. Carried APPRECIATION CORNER To the St. Joseph Island Lions Club for the donation of the bicycle to the marina for the use of boaters and staff. To Sophie Missere for reporting the fire adjacent to the water reservoir and to John Missere for calling it in. As well to the Hilton Union Fire Department for their quick response. To the “tent crew” for erecting the market tent. The help of so many made the job much easier. To Dana Stevens for tending to the planters on Marks St. To Wes and Betty Irving for inviting in the visitors from the Sault with the two little children who swam at Forbes Park before they noticed the signage that the beach was closed to swimming. The opportunity to shower the children provided the grandmother with much peace of mind. To Nora Wessell for reporting the water leaking at the hall. It turned out that wasps had plugged the outflow of one of the HVAC units and the water then backed up, ran down the wall and through the vents. To Donna Schell for pictures of the Seniors Awards presentation at the Trefry Centre. SENIOR OF THE YEAR This year the Village was pleased to recognize Laurel Hendrick as the "Senior of the Year". Laurel has been involved with many Island organizations. She serves on the Trefry Centre Committee, the Hilton Union Library Board and the Island Seniors Club. As well she volunteers with other groups such as the Hilton Beach Recreation Committee, the SJI Voyageurs Club and her Church. COMMUNITY NIGHT HELP NEEDED Community Night is fast approaching once again. The Recreation Committee is busy finishing up the final planning. As it usually involves about 65 volunteers to put on this event the call is once more going out to anyone who can help in any way. The proceeds of the event go towards the recreation programming and other purchases. The Committee annually purchases items that are needed at the hall and this year will make a donation towards the capital work that will be funded under the Infrastructure Stimulus Fund. If you can help in any way please do contact the Village Office. Help is needed with the preparation of the cold plate supper (prep starts a couple days prior to the supper), set-up (Thur, Fri and Sat) and tear down (Sun), baking pies for the pie booth and help running the booths during the event. Any assistance that you can provide is needed and will be appreciated. ?? BOOM SAILING PROGRAM This summer the Committee will be offering the BOOM sailing program. There will be day classes on Aug 4 – 7 from 9 a.m. to 4 p.m. for children ages 8 to 14. The cost will be $215 per child. The Committee decided to give credits for volunteer work for Committee activities towards the cost of the course for children at a rate of $5/hour to a maximum of $50. This will both reinforce volunteerism and offset the cost of the course for the child. The adult session will run from Aug 4 to 6 from 6 to 9 p.m. and the cost will be $130. Participation is limited to 16 for the children and 8 for the adults. Ontario Sailing will bring the small sail boats and provide the instruction. The program is designed to give participants a fun introduction to the sport of sailing and to give them an opportunity to develop sailing skills. It will also help the intermediate level sailor to hone existing skills and to develop new ones. Please contact the Village Office to register. |
