INCORPORATED VILLAGE OF HILTON BEACH
Council Meeting
August 13th, 2009

The meeting was called to order at 7:30 p.m. Present were Mayor Stevens and Councillors Crack, Hope and Marziale. Councillor Sullivan was absent with notice.

Resolved to approve the minutes of the July 8th, 2009 meeting as presented.

Resolved to authorize payment of Voucher #09-07 in the amount of $165,584.59.

The Problem Detail Sheet Summary was reviewed. Two were closed and others are near completion. No new items were added.

The Clerk’s Report was reviewed. July was exceedingly busy with summer activities. The necessary work at the landfill should be done shortly. The new building is near completion and will be ready for occupancy in September. The flooring is back ordered as the factory that makes the linoleum was closed for a period for holidays. Council noted that there will have to be a few days when the office is closed to accomplish the move. Dates will be posted closer to the time.

The landfill report was presented. The signage will be ordered that indicates Council’s policy that there will be no picking at the landfill. Items set aside by the Landfill Attendant may be acquired from him.

The marina statement was noted showing year to date. For the next meeting comparative figures for 2008 will be included. At this point it appears that transient dockage will be up in 2009.

Information was received from the Ministry of Natural Resources regarding the potential sale of Crown land to municipalities to support economic development. The purchase of Crown land has been considered for some time if it was priced reasonably.

Further information was received on the delay of the Algoma Manor project. Council had previously supported this project by resolution.

An invitation was received from the St. Joseph Island Plowmen’s Association to the 75th Anniversary. Mayor Stevens indicated that he would be able to attend.

Information was received from the Trefry Centre on a community forum to be held in Sault Ste. Marie on Ontario’s Age-Friendly Communities Initiative on October 1st. Councillor Crack indicated an interest in attending.

An invitation was received for the Northern Ontario Business Awards to be held in Sault Ste. Marie.

A refund was received on one account from Great Lakes Power that resulted from the Ontario Energy Boards decision to allow a reduction in the General Service less than 50kW delivery rate for the period September 1, 2007 to December 31, 2008. The amount for the well pumping station is $49.08 and further refunds are expected on the other accounts.

The importance of fuel handling training was detailed in an email from the Technical Stands ads and Safety Authority. Both the marina manager and assistant manager have received formal training.

The By-law approving the agreement for the provision of 9-1-1 service by the OPP was considered. This agreement is signed by all area municipalities.

Resolved to adopt By-law #980 being a by-law to sign an agreement between the Ontario Provincial Police and the Bruce Mines & Area 9-1-1 Group for 9-1-1 Central Emergency Reporting Service.

Resolved to accept the quote of Batman Plumbing & Heating Inc. for the installation of two on-demand hot water units in the Hilton Hall in the amount of $8,476 plus GST.

Resolved to approve the quote of Direct Mechanical Inc. for the installation of four new heat pumps for the Hilton Hall per the Quote #3115 in the amount of $34,400 plus GST.

Resolved to approve the quote of R M Frolich Roof Systems & Renovations Inc to replace the roof on the Hilton Hall per Estimate #383 in the amount of $30,833.35 plus GST.

Notice was received that the editor of Power Boating Canada Magazine will be doing a tour of the North Channel. Hilton Beach will be one of the stops.

SPECIAL RECOGNITION

To Emily Campbell of the occasion of her 90th birthday. Congratulations Emily from Council and staff. It is wonderful that so many could join in your reception on August 8th!




APPRECIATION CORNER

To everyone who participated in any way to make Community Night a success. The Pie Booth did exceptionally well and that is thanks to Heather Wyant who did the pie calling, Donna Lambert who headed up the volunteer team and to all those who baked including Ona McCarty who made eight pies. In all there were 107 pies! David Mayer, Jason Schneider and team did a great job at the Hotdog and Sausage Booth. Helen Hope and the kitchen crew worked for three days preparing the supper which was very well received. They give special recognition to the “kitchen fairies” Elaine and Tom Carlson who do the majority of the dishes and clean-up every year. Jenny Anderson once again coordinated the Parade judging and Robert Hope the Parade Marshalling. The Jim Jackson family and friends operated the Bingo again and graciously operated with pennies when the bingo chips couldn’t be found. The Panda Wheel did very well and although Harvey Stevens who has headed this activity for many years was missed as he was not able to attend. The Farquhars and Stevens and helpers did a great job. Joanne Springer headed up the Chair and Blanket Wheel (which now has much more that chairs and blankets) with the help of several new volunteers as the Vair family were not able to do it this year. Susanna Jack helped organize the children’s games and her help and suggestions were most welcome. Judy Borek once again headed the Yogurt Booth with help from friends. Paula Cormier and Nancy Keenan on Nachos had a competition with Mike Cormier and Tim Keenan on the new item – French fries with the winners being the public who really enjoyed the fries, nachos and yogurt corner. Wes Hall once again ran the Horseshoes which is a favourite of many. The Clappers operated the Mini Putt again. They have been doing this since the booth was built. Other long term volunteers are Tanya Alexander and Karen Silver on Cork Gun and Jake Cormier at Novelty. They were joined by several new volunteers such as Brandon Hunter on Coin Toss, Matt Eddy on Darts, Cori Jondreau and Sarah Bouchard on Plinko and Kyle Marcinkowksi and Stacey Greene on Milk Can and Jake Hall on Basketball. Annette and Stan Fischer and Steve Patterson ably manned the Coupon Booths.

Many volunteers help at more than one activity going from the parade judging to the Hotdog Booth or the Supper to the Pie Booth. Those that help with the set-up and clean-up are very much appreciated. Set-up starts on Thursday and continues to just before the parade starts on Saturday. Clean-up is done mostly on Sunday. Apparently this was made more challenging this year as racoons or crows or something of that sort got into the garbage.

Some booth repairs and painting were done before Community Night and more after. The improved signage was well received and more can be done.

This year’s Community Night was a financial success in that just over $12,300 was taken in which is $100 more than last year. All of the invoices have not yet been received but through purchasing all year at sales the costs have been held and in some cases lowered and the quality of the prizes maintained or increased. A lot of people do not realize that the bands are paid. The fees range fro $500 to $800. This year there was only the one band at $800. Other communities in Ontario and northern Michigan complete for the bands so it is not possible to get them all of the time. The Bandettes have discontinued and the Shriners have stopped coming to the parades. The Recreation Committee budgeted a net profit for this year of $4,500 which is a little lower than the actuals for the past two years. Proceeds go towards the recreation programming such as the rink, community suppers, BOOM sailing program, purchasing equipment for the hall kitchen, Seniors Christmas luncheon, etc. This year the Recreation Committee will be making a contribution towards the upgrades to the hall and this will be part of the Village’s one-third participation.

While it is difficult to mention eveyone by name, each person is appreciated. It is wonderful that there are volunteers from every municipality on the Island as well as folk from the Hilton Beach Tourist Park and the Marina.

Everyone, including those who came out and played a game, bought a hotdog, enjoyed a pie of pie or serving of fries can be pleased with the process and the results.

To Lance Knox of the Ministry of Transportation who changed the resurfacing schedule for Highway 548 to after the Village’s special events. The wok is to commence shortly. The fresh resurfacing would have very negatively affected the Car Show in particular.

To Parts Source Plus on Bruce St. who donated the tent for the Village special events. It was very useful for both the Car Show and Community Night and will be used every year. As well, the tent crew members who put it up for the first event and then moved it for the second are recognized.

To the people who volunteered to operate the Canteen and Foot Tent at Arts at the Dock and the Food Tent at the Car Show. The Joe Mangone family was tremendous with all four members volunteering. The proceeds go towards recreation expenses.

To Jake Cormier who, although he is not a member of the Recreation Committee, helps at all of the events and uses his vehicle to its full extent in delivering from the Sault.

To the Old Town Hall Concert Board members who once again brought three great concerts to the Island. Not only does the series provide wonderful entertainment but it brings many people to the Island, a lot for the first time.
