Council Minutes - Oct 14/09October 14, 2009 INCORPORATED VILLAGE OF HILTON BEACH Council Meeting October 14, 2009 The meeting was called to order at 7:30 p.m. Present were Mayor Stevens and Councillors Crack, Hope and Sullivan. Councillor Marziale was absent. 09-100 Moved by L. Crack Seconded by J. Sullivan Resolved to approve the minutes of the September 9th, 2009 meeting as presented. Carried Jack Hore, President of the St. Joseph Island Voyageurs Club, was on the agenda to discuss two items but was unable to attend. It was decided that Mayor Stevens and Councillor Hope would meet with Mr. Hore on site to discuss the proposed signage at the marina and the proposed walking trail on the upper end of South St. to the Q & R. 09-101 Moved by R. Hope Seconded by J. Sullivan Resolved to authorize payment of Voucher #09-09 in the amount of $116,550.66. Carried The Problem Detail Sheet Summary was reviewed. Several items are nearing completion such as the Book Drop Box at the Library. The Clerk’s report was reviewed. Considerable progress was made on several items. The move to the new building was completed. There was a discussion of work that needed to be done over time at the marina. The landfill report was received. Both tippage and sales are reduced as many of our seasonal residents have now left. Scrap sales revenue was less because of the lower price for the material. The report on the lead testing completed in September showed all results under the maximum acceptable level. Because of the excellent test results since the inception of the program, the Village will apply for a reduced testing schedule. Mayor Stevens reported that the work on the jail roof was underway. Tim Keenan has secured the rights to an original painting of the jail. Copies will be sold as a fundraiser. Councillor Crack reported on a forum that she attended entitled “Age Friendly Communities”. She provided the information package to the Clerk. A request was received from the Mathews Memorial Hospital Association for financial assistance with the study for the MeadowLink semi-dependent care facility proposed to be built in Richards Landing and serving the area. The total study cost is $12,000 with the Association and St. Joseph Township each paying one-third and the remaining amount split evenly among the other ten municipalities. Council, once again, objected to the sharing of the costs on this basis rather than on assessment. It was noted that on that basis of assessment the Village share is approximately equal to that of the Township of St. Joseph. However because of the importance of this project Council agreed to the request with the proviso that their concerns of the apportionment be noted in the letter. 09-102 Moved by R. Hope Seconded by J. Sullivan Resolved to contribute $400 towards the cost of the study review and analysis for the MeadowLink semi-dependent care facility under consideration by the Matthews Memorial Hospital Association. Carried A request was received from the St. Joseph Island Lions Club that the arrangement was made when the hall was built be put into writing as the people involved both in the Club and with the Village are changing over time. The hall project would never have been undertaken or completed without the tremendous support of the Club. 09-103 Moved by L. Crack Seconded by J. Sullivan Resolved to confirm that, in recognition of the initiative and considerable financial support provided by the St. Joseph Island Lions Club in the construction of the Hilton Beach Community Hall, the Club has continued use free of charge for meetings, special functions and fundraising events. Carried Work should begin on the hall roof shortly. The HVAC system is also scheduled for the fall and the installation of the hot water system is almost completed. The Grand Opening of the expansion to The Waterfront Centre will be held on October 23rd. Those contractors who worked on the project, elected representatives of the Federal and Provincial Governments as well as the civil servants have been invited. There will be a notice in the Clippings to inform all those interested in attending. The Clerk informed Council of the upcoming training on the implementation of the Accessibility legislation. All municipalities have to have a detailed plan and program in place by January 1, 2010. There is a workshop for area clerks in November which the Clerk will attend. Mayor Stevens and Councillor Hope will meet with Hilton Township Road Superindent Lyn Garside to review the work that should be done this fall at the landfill site. 09-104 Moved by R. Hope Seconded by J. Sullivan Resolved to request the Ministry of Transportation to provide 100 tonnes of treated sand for the 2009 – 2010 season. Carried Information was received from the Canadian Postmasters and Assistants Association regarding the possible closure of rural post offices. There is a petition available in several locations in the Village including the municipal office. 09-105 Moved by J. Sullivan Seconded by L. Crack Resolved to petition the Federal Government to reject the recommendation that Canada Post Corporation be permitted to privatize service delivery in rural Canada. Carried 09-106 Moved by J. Sullivan Seconded by R. Hope Resolved to adopt By-law #984 being a by-law to confirm the proceedings of the Council meeting help October 14th, 2009 and confirm the taking of any action authorized therein and thereby. Carried 09-107 Moved by L. Crack Seconded by J. Sullivan Resolved to adjourn to meet again November 11th, 2009 or at the call of the Mayor. Carried APPRECIATION CORNER To Judy Wells and Nora Wessell for reporting water spraying on a dock at the marina. On inspection it was the sprinkler hose that was left running to keep the seagulls off the dock where they liked to sit to eat the apples. While there wasn’t anything wrong this time, it is greatly appreciated when people report things such as this. To Jake Cormier, Tom Desjardin and Josh Tindall who helped with the move to the new office. To those who have decorated for the fall and Halloween. It makes our community more attractive for all. To everyone who volunteered to participate in the lead testing program these past two years. It is hoped that our testing regime will now be reduced as the program has indicated that there is not a need for the twice annual tests. RECREATION ACTIVITIES There will be a community potluck this Sunday with the meal from 5 to 7 and games to follow. Everyone welcome. The Chili Festival will be held on Nov 15th. This will be the same as last year with the different chili dishes being judged. More details to follow. The Giant Christmas Craft Show will be held on Nov 7th. This is an event where people can start their Christmas shopping. It is also a fundraiser for Hilton Beach Recreation, the Hilton Union Public Library and the St. Joseph Island Children’s Library. WELCOME TO OUR NEW BUSINESS Karen’s Dream will open in The Waterfront Centre in November. Karen Scott is the owner and operator of this new venture which has been her dream for several years. She will have a variety of gift items, cards, etc. Watch for more details.
