Council Minutes - Jan 13/10January 13, 2010 INCORPORATED VILLAGE OF HILTON BEACH Council Meeting January 13, 2010 The meeting was called to order at 7:30 p.m. Present were Mayor Stevens and Councillors Crack, Hope and Marziale. Councillor Sullivan was absent with notice. 10-01 Moved by R. Hope Seconded by L. Crack Resolved to approve the minutes of the December 10th, 2009 meeting as presented. Carried 10-02 Moved by T. Marziale Seconded by L. Crack Resolved to authorize payment of Voucher #09-12 in the amount of $148,913.86. Carried The Problem Detail Sheet Summary was noted. Work on most remaining items cannot proceed until spring. The Clerk’s Report was reviewed. It was decided that new phones will be purchased and all of the rental phones will be returned to Bell as the cost of purchasing phones is so low that the pay-back period is exceedingly short. The recent fire showed a couple areas where procedures can be improved. New hydrant pumps will have to be purchased so the Fire Dep’t can pump the hydrants. The annual offer from Algoma Kinniwabi Travel Association to distribute member brochures at various boat and outdoor shows was considered. 10-03 Moved by L. Crack Seconded by T. Marziale Resolved to participate in the Algoma-Kinniwabi Trade Show brochure distribution program for the following shows: Toronto Sportsman Show, Traverse City Hunting & Fishing Expo and the Sudbury Sportsman’s Show. Carried Correspondence was received from the Matthews Memorial Hospital Association explaining that the contribution to the KPMG study did not have to be on an equal share basis. The contribution of $400 had already been sent. The Workplace Safety and Insurance Board provided notice that the 2010 rate will increase from $1.75 per $100 in payroll to $1.77. MPAC elaborated on some changes under the Good Government Act regarding the upcoming municipal election. One change that will make it easier is that the municipal clerk will be able to correct errors in the Preliminary List of Electors by using information that is within the control of the municipality. A request from the Johnson-Tarbutt Landfill Committee regarding the potential use of clear garbage bags was discussed. It was thought that this would put an undue responsibility on the landfill attendant and could very well lead to garbage being deposited on the roadsides, in gravel pits, etc. A representative of Council would attend an information meeting if one were set up. An AMCTO Alert provided information of the legislative changes for the election. Nomination papers many be filed up to September 10th and the election will be held on October 25th. The appointment of the Boards and Committees for 2010 was considered. 10-04 Moved by R. Hope Seconded by T. Marziale Resolved to adopt By-law #990 being a by-law to appoint Officers, Servants, Boards and Committees for the year 2010. Carried The summary of Council honoraria was reviewed. The total for the year is $7,110. 10-05 Moved by L. Crack Seconded by R. Hope Resolved to approve the 2009 Statement of Remuneration and Expenses for members of Council per Section 284(2) of the Municipal Act for expenses paid under By-awl #967. Carried The sewer and water capital and maintenance budgets were reviewed. Village and OCWA staff had prioritized the initial list. After considering the amount placed in the reserve at the end of 2009 and the amount levied in 2009 it was determined that the items ranked “high” and “medium” could be done in 2010 without raising the rates. The debt repayment schedule was reviewed. All loans are being repaid on schedule. Two loans will be completely repaid in 2011. This will allow more rapid repayment of the remaining amount. A letter from the Ministry of Municipal Affairs and Housing to SJI Planning Board confirmed that the new Official Plan has been approved by the Ministry. 10-06 Moved by R. Hope Seconded by T. Marziale Resolved to adopt By-law #991 being a by-law to confirm the proceedings of the Council meeting held on January 13th. 2010 and confirm the taking of any action authorized therein and thereby. Carried 10-07 Moved by T. Marziale Seconded by R. Hope Resolved to adjourn to meet again on February 10th, 2010 or at the call of the Mayor. Carried ? APPRECIATION CORNER • The members of the Hilton Union and Jocelyn Fire Departments for their work at the house fire on Boxing Day. Their dedication to training was evident. • To Darren, Julie and Wilson Moore for their work to get the rink up and functional. When the snow comes, please remember that they could use and will appreciate help with the snow removal. • To Kevin Ibbitson for making the snow slides on the ball field. This will provide a lot of enjoyment for the young and not so young this winter. • To the person/persons who donated the signed print of the Jail. It will be hung in the main office for all to enjoy. • To B. A. Maki who has volunteered to serve on the Recreation Committee. UPCOMING ACTIVITIES The Recreation Committee is planning several activities. Details on some are being finalized. Soups and Stews Community Supper and Game Night: Jan 30 Family Day Activities at the Rink: Feb 5 in the afternoon Chocolate Festival: Feb 14 Workshops: Tentative dates of Jan 30 and Feb 27 have been picked for two workshops. The one is in making sushi with Helen Hope and the second is “Working with Clay” with Sandra Hodge. The Committee is looking for other workshop ideas. Safe Food Handling Course: Once again the Committee is co-ordinating this course. It will be on a Saturday and a full day. Certification will be given to those who take the course and pass the test. This is a very valuable course for anyone who prepares and serves food for the public. Watch for posters and further ads for these events. FIRE SAFETY Please check your chimney and pipes to make sure that there is no build-up. Ensure that your furnace and/or wood stove is serviced regularly. Keep a fire extinguisher in the kitchen and accessible to any wood burning stove or furnace. |
