The Council of the Incorporated Village of Hilton Beach passed By-law 2023-07 on March 15, 2023, to amend the Village’s Zoning By-law, as amended, under section 34 of the Planning Act. Council received written and oral submissions regarding the said By-law for which the effect was both duly considered and formed part of the deliberations of Council. Notice shall be given to any prescribed person or public body who has the right to appeal these by-laws. If you choose not to appeal these by-laws, no further action is necessary.
Purpose and Effect
The purpose of the Zoning By-Law Amendment 2023-07 is to clearly define what constitutes a “Shipping Container” and to limit the use and installation of new shipping containers within the boundaries of the Incorporated Village of Hilton Beach.
Appeal Process
Only individuals, corporations and public bodies may appeal a by-law to the Ontario Land Tribunal. A notice of appeal may not be filed by an unincorporated association or group. However, a notice of appeal may be filed in the name of an individual who is a member of the association or the group on its behalf.
No person or public body shall be added as a party to the hearing of the appeal unless, before the by-law was passed, the person or public body made oral submissions at a public meeting or written submissions to the council or, in the opinion of the Tribunal, there are reasonable grounds to add the person or public body as a party.
If you intend to appeal this zoning by-law, a Notice of Appeal must be filed with the Clerk-Treasurer of the Village of Hilton Beach, no later than 20 days from the date of this Notice for each by-law and shall include:
1. The reasons for the appeal and the specific part of the proposed Zoning By-law amendments to which the appeal applies.
2. A completed A1 Appellant Form. This form is to be completed by the appellant for appeals relating to the Zoning By-law amendment and is available on the Ontario Land Tribunal website.
3. A fee in the amount of $400.00, pursuant to the Ontario Land Tribunal Act, 2021, S.O. 2021, payable by certified cheque or money order to the Minister of Finance.
4.
The last day for filing a Notice of Appeal is April 8, 2023. A true copy of By-law 2023-07 is available for review at the municipal administration office.
An explanation of the purpose and effect of the by-law and a description of the lands to which the by-law applies, is shown on the reverse. The complete by-law is available for inspection at the Village office during regular office hours.

Explanation
By-law No.2023-07 applies to all lands within the boundaries of the Incorporated Village of Hilton Beach; and amends the municipality’s comprehensive zoning by-law (By-law No. 587) as follows:
No person shall place a shipping container on any property within the limits of the Village of Hilton Beach except for the express purpose of loading and unloading household items during the process of moving or for minor renovations. This exception is limited to a period of no more than seven (7) days.
No shipping container shall be used for human habitation.
This by-law is in conformity with the Official Plan for St. Joseph Island.

Position Overview:
The Deputy Clerk-Treasurer reports to the Clerk-Treasurer and is responsible for assisting the Clerk in managing the day -to-day administrative and financial operations of the Village. They are also required to perform all statutory duties of the Clerk in their absence.
Responsibilities:
- Assists the Clerk-Treasurer with all statutory duties
- Maintains friendly relations with the public while dealing with inquiries and complaints on a regular basis
- Provides front desk reception including in person, by telephone and by email
- Processes payments and prepares bank deposits
- Assists with accounting duties such as data entry, cash balancing, and bank reconciliations
- Responsible for updating the municipal web site and social media accounts
- Assists with ON1Call for locates
- Responsible for organizing the Village’s 4-5 annual special events. This accounts for a significant portion of the spring and summer duties
- Assists with marina accounting including processing cash register transactions, invoicing and tracking and collecting arrears
- Assists with the preparation and management of Municipal and School Board elections in accordance with applicable legislation
- Performs other related duties as assigned by the Clerk-Treasurer
Education, Qualifications, and Experience:
- Degree or Diploma in Business Administration, Public Administration, Accounting, or equivalent work experience
- Strong interpersonal and customer services skills and the ability to communicate effectively with staff, Council, and the public
- Proficient in Microsoft Office and SAGE Accounting software. In depth knowledge of Excel is considered an asset. A strong understanding of accounting process is a must.
- Strong communication skills
- Experience managing website and social media content would be considered an asset
- Ability to maintain confidentiality in correspondence and safekeeping of documentation
- Ability to work independently while able to complete assigned tasks accurately, efficiently and within scheduled timeframes
- The ideal candidate would be organized, friendly, and possess a calm demeanor

Explanation
By-law No.2022- 21 applies only to the lands specified as Block B of Plan 366, Lot 4, Concession 17, also known as 3112 Marks St.; and amends the municipality’s comprehensive zoning by-law (By-law No. 587) as follows:
To allow for the constructions of an attached accessory dwelling rather than an upper floor residence as the current structure would not support an upper floor.
This by-law is in conformity with the Official Plan for St. Joseph Island.

TAKE NOTICE that the Council of the Village of Hilton Beach will hold a public meeting in order to consider an amendment to the Zoning By law No. 432, as amended. The public meeting will be held on Wednesday, March 15th, 2023 at 6:00 p.m. in Council Chambers at 3100 Bowker St. Hilton Beach, Ontario.

The proposed zoning by-law amendment would define Shipping Containers and regulate the placement of new Shipping Containers on any property within the boundaries of the Village of Hilton Beach.
A description of the subject land or key map is not provided herein as this amendment will apply to the entire Incorporated Village of Hilton Beach
TAKE NOTICE that if you wish to be notified of the decision of the Village of Hilton Beach on the proposed zoning bylaw amendment, you must make a written request to the Clerk of the Village of Hilton Beach.
If a person or public body would otherwise have an ability to appeal the decision of the Council of the Village of Hilton Beach to the Ontario Land Tribunal but the person or public body does not make oral submissions at the public meeting or make written submissions to the Village of Hilton Beach before the bylaw is passed, the person or public body is not entitled to appeal the decision.
If a person or public body does not make oral submissions at the public meeting or make written submissions to the Village of Hilton Beach before the bylaw is passed, the person or public body may not be added as a party to the hearing of an appeal before the Tribunal, unless in the opinion of the Tribunal, there are reasonable grounds to do so.

February Updates from the Village of Hilton Beach
Snow Removal
The office has received a few questions and concerns about this season’s snow removal.
We feel it might be helpful to provide some background information on plowing
standards and the Village’s long-established procedures.
- Under Ontario Reg. 239/02, Village roads are considered ‘Class 5’ and are to be kept
cleared of snow, ice, and drifts, and shall have an accumulation no greater than 10
cm (roughly 4 inches) before plowing. The contractor has 24 hours to clear the
roadways once it has stopped snowing. - Because it is so steep, the South Street hill is plowed to a higher standard and shall
have an accumulation of no greater than 5 cm (roughly 2 inches) before plowing. This
means that sometimes the hill will be plowed but other streets will not. - The plow operator does regular patrols and monitors weather conditions to
determine if plowing is necessary. If required, such as during a significant winter
weather event, the mayor or office staff may direct the contractor to initiate plowing
and sanding.
We would like to assure residents that their safety is our top priority. Please feel free to

March Council Meeting
The next Council meeting is Wednesday, March 8, 2023, at 6 p.m. If you have an item to
bring to Council, please submit your request in writing (in person to the office or by
email to info@hiltonbeach.com) by Thursday, March 2nd. All are welcome to attend.
Village Office Hours and Access
Municipal Office staff (Jillian, Clerk/Treasurer and Jill, Deputy Clerk/Treasurer) welcome
you to visit the office during open hours, Monday through Friday, 9:30 a.m. to 4:30 p.m.
There is a white button to the right of the door (above the black drop box) to get buzzed
into the office.
Our staff are here to help and will always treat visitors with courtesy and respect. We
ask that all those working and interacting with staff treat them with the same courtesy
and respect.
Mariner’s Lounge Laundromat
There are now two dryers operational, with a 3rd dryer on order. The price per washer
and dryer has increased to $4 (four loonies) per load. Please notify the office of any
issues that arise with the machines.
Dog Tags
2023 dog tags are available at the office at a cost of $5. Please tag your dog for easy
identification should they get off leash!
